I hereby move without notice on behalf of the African National Congress that the House –

1. Note that on 31 October President Cyril Ramaphosa assented to the Upstream Petroleum Resources Development Bill
2. Also note that the Act seeks to accelerate petroleum exploration and development with participation by black South Africans, as part of the nation’s social and economic advancement
3. Further note that the legislation acknowledges that South Africa’s petroleum resources belong to the nation and that the State is the custodian of these non-renewable natural resources which must contribute to South Africa’s social and economic development.
4. Calls for the Department of Petroleum Resources to monitor the implementation of this important legislation
