ANC PARLIAMENTARY CAUCUS DECLARES WAR ON CRIME, CORRUPTION AND APARTHEID LAWS

The African National Congress (ANC) Parliamentary Caucus is taking the fight directly to criminal syndicates, corruption, inequality and the remaining remnants of apartheid through a decisive legislative offensive aimed at protecting the poor and working class.

The ANC Caucus is clear that Parliament must be an instrument of transformation, not a talking shop for the privileged. The ANC Caucus will use its legislative mandate to advance laws that make communities safer, make justice more accessible, and make the democratic state more responsive to the needs of ordinary South Africans.

Following the presentation of key reform Bills by the Minister of Justice and Constitutional Development, Cde Mmamoloko Kubayi, the ANC Caucus stands ready to drive these important reforms through Parliament.

CRUSHING ILLEGAL MINING SYNDICATES

The General Laws (Mining) Amendment Bill, 2026 strengthens the fight against violent illegal mining syndicates that terrorise communities and exploit vulnerable people. The proposed penalties include fines of up to R100 million and imprisonment of up to 30 years for those driving these criminal operations. Importantly, the legislation distinguishes criminal syndicates from legitimate artisanal miners seeking an honest livelihood.

JUSTICE MUST NOT BE FOR THE RICH

The Legal Practice Amendment Bill, 2026 advances access to justice by addressing excessive legal costs and strengthening oversight. The ANC believes that a person’s income must never determine the quality of justice they receive.

CLOSING THE DOORS TO STOLEN WEALTH

The Regulation of Trusts Bill strengthens measures against money laundering and the concealment of illicit wealth. Criminals and corrupt individuals must no longer be allowed to hide stolen money behind opaque financial structures.

BURYING APARTHEID LAWS

The Conspiracy, Instigation and Incitement to Commit Offence Bill, 2026provides for the repeal of the Riotous Assemblies Act of 1956, an apartheid-era law used to suppress freedom fighters. A democratic South Africa cannot continue carrying the legal instruments of its oppressive past

The ANC Caucus calls on workers, youth, civil society and communities to participate actively in public consultations. A better life for all is not a promise, it is our historic mandate. We will confront crime, poverty, unemployment and inequality, advance socio-economic transformation and build a capable, developmental state that puts the people first and leaves no one behind.
