ANC PARLIAMENTARY CAUCUS: PAYROLL MANAGER
Applications are invited from suitable candidates with appropriate qualifications and experience for the following position:
PAYROLL MANAGER (Salary: An all‐inclusive salary package at Level 12 per annum – R 584,513.94 p. a)
REQUIREMENTS:
- Post graduate qualification or Bachelor’s degree in Finance or Human Resources Management and five years Payroll Management and wages experience;
- Ability to interpret financial information;
- Possess highly ability to work productively, efficiently and effectively with initiative;
- Ability to operate E-Works Payroll System, AccPac, Standard Bank (BOL), E-Lease and Nedbank EFT System;
- Demonstrable advanced computer literacy in computer software packages (MSWord, MS Excel and GroupWise) is essential; database experience (e.g. MS Access) would be desirable;
- Demonstrable advanced knowledge on Finance Policies and Procedures, PFMA, Treasury Regulations, IAS and IFRS;
- Knowledge of HR system processes;
- Good organising and project management skills;
- Professionalism, Good command of English and knowledge of additional language will be an added advantage;
- Excellent analytical, evaluate and problem solving skills;
- Ability to demonstrate track record in a fast paced and able to meet tight financial deadlines and set priorities;
- Ability to communicate at all level;
- Presentation skills;
- Protocol and diplomacy, integrity and a demonstrated ability to work with complete confidentiality;
- Good understanding of ANC Policies; and
- ANC membership in good standing.
DUTIES:
- To ensure payment is made by 15th of each month via electronic transfer to ANC Parliamentary Caucus employee bank accounts;
- Ensure the accuracy of payroll preparations, processing, payroll accounting, tax filling and benefits maintenance;
- To oversee the Payroll function to ensure proper controls, improvements and efficiency;
- To check and verify through Audit Trail the capturing of new engagements, terminations, suspensions and transfers of staff members;
- Balances the payroll accounts by resolving salary discrepancies;
- Manage Interface between Payroll and AccPac System;
- Monitor and verify SARS Reconciliation on Monthly, Mid-Year and Tax Year End via SARS E-Filing System;
- Monitor the clearing of SARS Exception Reports;
- Ensure that correct and accurate EMP201that reflect the monthly liability is submitted before the 7th of every month;
- Ensure that EMP501 – Yearly and Half –Yearly is submitted within the SARS deadline via SARS Easy File System;
- Manage SARS Admin Penalties (IT88) for individual staff members as required by SARS;
- Check and verify the reports on third party payments, which includes Medical Aids, Garnishee, and Provident Fund; and
- Prepare for the Annual Financial Audit process and ensure compliance on financial policies and procedures.
