The ANC Study Group on Police notes the comments made by the Chairperson of the Portfolio Committee on Police regarding the call for the overhaul of South Africa’s intelligence following the spate of mass murders in Cape Town last week, with the latest incident being Sunday’s shooting in Khayelitsha.
The ANC remains concerned about the level of crime in the country in general, including murders, rape and gender-based violence.
The Study Group also notes the interventions by government to intensify its fight against crime and corruption. In this regard, Parliament has passed a number of legislations that are aimed at strengthening the law enforcement agencies to fight crime.
The weaknesses of the intelligence agencies are reflected in the Mufamadi Report, the Expert Panel on the July 2021 Unrest as well as the State Capture Report. These reports have made a number of recommendations that should be considered by government and Parliament for implementation.
As part of the implementation of some of the recommendations of the Mufamadi Report, Parliament has processed the General Intelligence Law Amendment Bill. Amongst other things, the Bill makes provision for the functions of the Intelligence Service Structures. This speaks to the strengthening of the coordination of the South African intelligence community.
In addition, the Bill is also intended to reform the intelligence agency. Parliament has passed the Bill and has sent it to the President for consideration.
Our call is for the President of the Republic to sign the Bill into law. The law will be a basis from which the capacity of the intelligence community will be strengthened and thus contribute to the fight against crime, including organised crime.
We commend the intelligence-led operation by the police that has intercepted planned cash-in-transit heists across the country, the latest being the Alberton incident over the weekend.
